Ms. Flores, a founding shareholder in the firm, has practiced exclusively environmental law since 1987. Ms. Flores has developed a diversified national environmental law practice covering air and water pollution control, and solid and hazardous waste management issues. She routinely counsels and represents clients in a vast array of settings, including permitting, EPA and state regulatory enforcement actions, litigation, and has special focus on civil penalty analysis and reduction. Ms. Flores has extensive experience in environmental issues associated with construction, start-up, and operation of industrial facilities. She has defended numerous significant EPA enforcement actions under the Clean Air Act Risk Management Program and General Duty Clause, RCRA, as well as EPA and citizen suit actions under the Clean Water Act. Ms. Flores regularly represents the petroleum refining industry and the construction industry in regulatory compliance and enforcement. Ms. Flores is past Chair of the State Bar of Texas Environmental and Natural Resources Law Section, and past Chair of the Dallas Bar Association's Environmental Law Sections.
